Profile
The Public Information Office (PIO) serves as the public relations, public affairs and corporate communications arm of QUEDANCOR. PIO is one of only three departments directly attached to the Office of the QUEDANCOR President and CEO. The other two include the Legal Affairs Department (LEAD) and the Internal Audit Office (IAO). It gets its instructions and PR directions straight from the President and CEO, a PR practitioner himself. In the same manner, PIO reports directly to the QUEDANCOR President and is accountable to him - the chief executive of the organization.
PIO’s forerunner was the Promotions and Publications Division (PPD), one of the very first units created when the erstwhile Quedan Guarantee Fund Board was established in 1978. QUEDANCOR Pres. and CEO, Dr. Nelson C. Buenaflor pushed for the upgrading of PPD having in mind the following consideration: the QUEDANCOR was on a general expansion and had to deal with numerous stakeholders and relate with various publics.
On March 2004, the QUEDANCOR Governing Board approved unanimously the creation of the PIO. A division for the past 27 years was now a full-fledge department.
PIO oversees the implementation of the Corporation’s public relations plans and programs, and the conduct of activities meant to inform employees and clients alike. The Department is composed of two divisions: the Public Affairs Division (PAD) composed of Information Officers who handles PR coordination, liaisoning and special events; while the Public Relations Services Division (PRSD) comprised of a writers bureau, a creative arts unit and a photo/video team, undertakes special and technical information and communication activities.
Some of the publications produced by PIO include the Annual Report, program brochures, flyers and corporate primers, calendar, special papers and reports. It likewise handles the creation of graphics and designs for corporate posters, billboards, institutional ads, corporate tags and IDs, signages, streamers, powerpoint presentations, special supplements, all-purpose cards, agri fairs and exhibits. PIO likewise produces scripts and text for radio/TV plugs, features and on-air-announcements. It also produces video documentaries to promote various credit programs, as well as compiling videos of mayor corporate activities. It sets up radio and TV guestings of the Chairman as well as the President and CEO and coordinates with all the other publics that QUEDANCOR relates with including the tri-media, Congress, other government agencies, NGOs and peoples organizations.

Structure
Previous department heads of the then PPD include Mr. Delano M. Añover, Jr., Alexander B. Butic, now Sr. Vice President of Cluster A (Loans Management), former QUEDANCOR President, Atty. Elmer G. Mendoza, now a partner in a private law firm, and PR guru Federico A. Espiritu, now second in command of QUEDANCOR as Executive Vice President.
PIO is now headed by Atty. Armando R. Crobalde, Jr. as Acting Vice President. This young and energetic lawyer is a product of the Jesuit education. He finished the degree of political science at the Ateneo de Manila University and pursued his law at the Far Eastern University.
Atty. Crobalde's expertise in the field of public relations is a plus factor and asset to the corporation.
